You actually have to modify your carcols.dat file. Its placed on the "data" folder. Here you can find all the colors of VC.

You just have to open the carcols.dat file with notepad and do like that:
If you want to change, for example, Freeway color just search Freeway, delete all the numbers on the right of it and put the number of the color you want. If you want white you have to put like that -> Freeway 1(primary colour),1(secondary colour)

Well if you want to add some colors is extremely easy, you just have to add another line of color, in the standard carcols.dat the last line is this one:

65,69,76         # 94 dark5            dark

The first 3 number are the RGB colors, so you just have to open paint and look for a color you like, ZeroX one is something around 23,230,0. So for add a new line you have to do something like this:

23,230,0         # 95 green13            dark

After adding this line you just have to go to the car you want the color to be changed (I'll take Freeway again as example) and do like that:

Freeway 95,95

Make sure to not use the same # number as other lines in the carcols.
