is there a secret on setting up a packer?
i cant bump very high... will try,then will stop

Set the p2b back so that you can hardly clear it, like so your bumping with the back tire. Get back in press W really fast then get out and hit it a few times it will eventually move into place and when you get a good bump get in the packer and save the location.

When I landed that crane waaaay back in Breakout I had one bump where I was about 10 ft from this but never got another one even close after that.
