You talk about effects on userbars? So lines are just pattern (everyone can make it), and shine is layer with white (or very bright color) square. Both layers have blend mode Soft light but other opacity.

Bazrun - at internet there is a lot tutorials how make them. Search "userbar pattern/lines photoshop tutorial" If you want I can send you a layer with pattern

Gimp is great too (have some friends, one of the best polish designers, and they use gimp).
