whenever I put a (By Fraps recorded) vid into Vegas and start playing, it lags.

is it because of Fraps' FPS? If so, how much FPS is recommended/how much FPS do you record?

Try setting the quality to 'Draft/Auto'.  If you've got it on best, Vegas usually can't keep up with the fps and does lag.

u can tune it a lil bit up if u go in vegas
options > preferences > video
u will see "write on dynamic ram preview max"
write in the line the same number as shown right to the box.
