They are. You got speed, runup, angle, bump, distance between packer and bump, bump, bike(duh), mods(Losers >.>), RADs or Non, Glitches, FPS.... I can go on and on.

Edit: Of course, If you bumped perfectly, it'd be the same equation

Speed - Yup, we all need speed.
Yup - We gotta bump to do the stunt.
Distance between packer and bump - Yea, you gotta have the right position or you'll just bail when you pull back.
Bump - Gotta time it right to get the best result (angle of bump)
Bike - ? yea, we need bikes to do packerbumps
Mods - Mods can effect every single type of stunt
RADs or non - Same with every bike stunt
Glitches - Since when did packerbumps have glitches and no other type of stunt does? (the only time I've ever heard someone say a glitch in a stunt is when they grav mod and there is a stupid obvious boost) so yea, glitches in stunting practically don't exist.
FPS - FPS effects game, try headshot someone on cs with 1fps...exactly. If you have a crap comp - sad to hear it. If you have a pretty good comp - no big deal, you're getting 30fps. If you have the best comp in the world - well done, you still get 30fps.

And you can't go on and on.

That's a lot of variables indeed, but that's practically the same amount with every other stunt.

Whereas FBI bumps require can be pretty unpredictable - rotation, height, distance is pretty much random.
