Read that article and come up with what you want and then post your idea here. With your budget I'd save a few dollars and go for the fourth option.

Don't make your decision by what is said here on GTAS, you should go and ask on a forum specified to PC hardware.

For a PC i would recommend:

CPU: i5 750
GPU: ATI 5770
PSU: 600w
RAM: 4GB 1600MHz Duel Channel

Good parts and should be under your budget.
