Greyed out bitrate bar and short scanning time

Well I 'purchased' Vegas 10 a while ago but it seems when I want to render something the bitrate bar seems to remain greyed out. Rendering with normal CBR,
no two-pass or VBR settings. I need help on this since I need to edit someone's solo and don't want to be stuck with this problem by then.


Also another problem I've encountered is that the scanning time is really short. A couple days ago it lasted 10 seconds and now not even a half.
