Not as far as I know. Try the different compatibility modes, and if that doesn't work then I don't know, something is indeed wrong.

Sorted it , I had to delete my existing GTASA Savegames folder in my documents, then It loaded fine

That got it to the loading screen but like my other installation it freezes when loading

San Andreas should run on the most basic of todays computers , does it need any runtimes or Vista/7 to work ?

Ive downloaded this and run it and it crashes before it gets to the Start Menu Screen

My Original Install was set up as directed and it Crashes on loading

Something is very wrong here ...
