Probably a dual core around 3.0ghz or less and a 8800gt would run it, but it'd better not be like IV that few people could run at 60fps even at the lowest settings.

It'll probably have the same minimum specifications as GTA IV, and slightly higher recommended. Regardless, it'll probably run a lot better than GTA IV did, looking at Max Payne 3. Of course, we don't know if it's been co-developed for the PC like Max Payne 3 was, but I doubt we're going to see a 6 month delay again.
