Title: Viewing .TXD files w/o going in-game

Is there a program that I can view a .TXD file with out going into the game? I saw a view pictures a while ago, but I cannot find them. The backround is blue, and you can turn it around 360 degrees, and such. Could you tell me what this program is?

It fits here perfectly as well as in modding section, since it's a request, and this section is about support.
