Are various options.
For somebody it add fps, to another recognize.

Make Commandline.txt with this
-nomemrestrict -norestrictions -novblank -noprecache -notimefix -availablevidmem 2.5 -percentvidmem 999

Use the commandline.. and for the rest well, I am suprised my PC could run it this smooth.. Average of 50 to 70 FPS (different in some locations ..) on everything high and shadows off with no patches(1440x900..my max resolution  <_<)  :L Turning shadows on (even on low) reduces my FPS by a good 30-40 FPS.. And installing those patches makes my IV freeze on startup  :ninja:

So use commandline and turn those shadows OFF  :ajaja:

If you havent solved this, cause its bumped.. turn off all your shadows.. improves my FPS with around 30.. better PC's will get like 40 more on basic install, less ossim ones will still get more but wont reach +30  :neen:

Turn it off in your IV settings, just go ingame, press esc and goto the window where you can set resolution and stuff  Find shadows, and just turn them off
