Well, if someone buys their games, they can buy it on steam for 9.99, instead of 19.99.

For what? As long as you have your steam account, you'll have the game. Just don't give your password out, ever, even if it's some guy with a name like "Steam BanLists" on steam friends. Just remove that guy immediately, or do what I do and fuck with them for like 4 hours and waste their time.

I buy everything I own.

Aren't there loads of problems with GTA downloaded from steam?

I've bought all the GTA's I have, but SA disk broke so I'm gonna have to torrent it eventually. I'm not sure what format the Steam versions come in, they might use the NCF an GCF's that many Steam games do which could mean alot of tools won't work.

Thats true, DC. I didn't think about that. I think they do come in GCFs.

Just wanna say, I wouldn't buy any GTA off Steam, especially SA. The game are auto-patched (in SAs case to v3.0) and you can't downgrade them so multiplayer mods won't work, and the majority of all other mods won't either.
