Start a new render: I did 470x250

make the background back...

now go to filter>render>clouds
then filter>render>difference clouds

now press ctrl+I to invert colors...

then press ctrl+L and put the middle arrown to the right like this:

then press ctrl+u, mark the Colorize Box, them choose the color u want...

here i made it blue...
