You need to land on the train tracks. I tried it and landed in the tree in the first pic. I am sure someone can do this.

you do know that the train tracks are REALLY far from that bump, don't you?  

the thing with fence-walls closest to the bump is just a bridge for walking peds, and that one is kinda easy jumping onto, i flew over it on my first try
