hey, look, i have fps problems (because i buy a LCD 17' -.-!)
i alredy install default pcj
default streets
no brushed mod
tommy vercetti
change resolution to 800x600
Change draw distance to x2
close everything, antivirus, msn, music, ares, all
but the problem still
excist some mod for make vc look shitty?
then i will not have FPS problems...

How the fuck does a monitor affect the FPS? I'd rather say it's some driver problem or your cpu / gpu got overheated.

LCD screens are made for one resolution, they can take damage if you use another one, so if he played on 640x480 he might needs to play on 1280x1024 now. Also the monitor is only accepting a sync which the videocard has to use.
Did you try setting your refresh rate to 60? CRT screens usually used 75 or even more which is making the LCD a bit blurry and maybe even block some frames.
Right click desktop -> properties -> settings -> advanced -> screen -> refresh rate.

you should also set the resolution your screen requires (in windows and if possible in any game which is supporting it). The resolution it was made for is usually somewhere in the instruction book, on the package it came in or you have to find it yourself (Its usually 1024x768, 1280x1024 or these other widescreen resolutions I always forget about )
With the correct resolution, the picture should be really sharp. This is because LCD Displays have an given amount of "pixels"/crystals unlike CRT which use a ray and therefore can display as many pixels as you want.
