I am pretty sure that you DO need both exe's (at least you do with the version of LC that I have, and I assume they took the same approach with future releases anyway) - because the one that you use (gta-lc) in turn calls the other one (gta-vc).

As for your second question, check the first post of the appropriate thread, and get the one titled "Liberty City (Release v6)".

Go into your controller setup, its whatever YOU have it set to....it'll say in there.
