Title: .ptx to any picture extension?

I was looking through some old bags and i spotted street legal for PC. I was playing through and i was wondering if there was anyway to skin car parts. I looked in the program files and found the wheel texture file i was looking for. But it was in .ptx form. Is there anyway to change its extension to a photoshop able file?

PXT, PXT... I think Milkshape should work with it.

Can you skin in milkshape?

EDIT: i dloaded milkshape , but i dont no how to do ANYTHING with it...
