Thats the bistro from the Liberty City mission in SA, the scene is best known as the very first cutscene from Vice City when you start up a new game. In San Andreas your mission is to attack the bistro where the family is based, where Sonny used to be based until the closing stages of the Vice City story (and we all know that). I would be curious to see what other links there are in the two City Stories storylines, but alas I have yet to make the effort the play them (soon hopefully on my ps2)

There are a fair few cool interiors accessible through various means and glitches in SA. The two coolest is Woozies place in SF, which is usually only seen in cutscenes and also the San Fierro Police department interior which was created but never used
