Good luck. I could of landed it myself but i disslike stunts that i have to set-up every try. Here's my best try:

With a PCJ/Freeway.. Not with a tank though.. Anyone else get close?

(the only other two stunts I've ever done in LC were nailed first time, and one of them was a fluke of a delay AG )
