I think there is a tutorial in the tuts section if not try googleing the words " cinema scope in vegas 6"

I don't get quite what you want to but it looks like you want to zoom out to me.
There should be 3 buttons on the right side of your clip, click the button in the middle and the Pan/Crop window should open.
Move your mouse to the edge of the clip and drag the square bigger in order to zoom out.

Press Ctrl+Enter and Set the resolution to 800x500.

cant u just changed the resolution in veg or use cookie cutter?

yeah, the only difference between the two is cookie cutter, just choose square with no border cookie cutter, and change the size to the way you want it
