That's modding too. You can't get jetpack in San Fierro and Los Santos. It's unlocked on the desert.

@All : now story change , now all go to desert at the start of the game , he go to traffic to take a veicle and do a 1000000 high stunt to reach him spot , and stunt , before he try the stunt he redone the 100000 high to retry the stunt
