No you can't.
He might be able to run it, doesn't mean it runs well. He must have fun playing a slideshow.

I'm guessing he's running without AF and 2x or 3x AA at 1024x768 or 1280x1024.

My CSS runs at 85.
It's probably rounding it to 81. 85 isn't a valid value.

His hardware might run DirectX 7.0 mode on the source engine with less error.

Bu: Yes, when I mean I can't play it I mean the game crashes at a certine point. TF2 at the very last bar of loading, Portal when you go through the first portal.
The Source engine utilizes DX7 - DX9. Based on your hardware, it will choose which DirectX version to run. Sometimes you might not be happy with the performance and you can change this yourself.

If DirectX 8 is crashing, try running them with -dxlevel 70. Either under launch options in Steam or adding the parameter to the shortcuts.
