How would you go about this? Any opinion on whats best for Vice City? Older laptop from about 2008 or something closer to new?

I have no real experience with the modern high-end PCs and whatnot so I can only speak for my own case. I've been doing all my stunting since ~2010 on a laptop and have no real qualms with it. If you dislike the flat keys on a laptop then you can also buy a simple USB keyboard, and dito for the mouse. In terms of performance, I have been using a cheap HP laptop (~250 euro) ith about 2.2 GHz dual core and a built-in graphics card for the last three years, which works fine but is close to becoming outdated/slow. Prior to this, I had a 300-400 euro Acer, which was also fine but I fucked it up because I'm an idiot. No idea on the specs for that one, but it was slightly worse than what I currently use.
So in short, any laptop should do, I think a little bit more recent than 2008 would be wise. If you don't want to spend so much I suggest looking in the 300 euro/dollar price range, that should already do the trick.

But what is the point? If i am right, in VS you use FL ON, so you can use whatever you want.
For SA i am using 2011 laptop (90-100 fps). :|

The issue is not fl on, the point is getting your frame rate up to 30 in the first place I guess. If you have a piece of shit laptop or a really old pc then it won't even run VC at 30 FPS. Same applies for running it at high draw distance and such, my current laptop doesn't really allow for stunting at high draw distance , high resolution etc.

I'd presume basically any laptop with Intel HD Graphics can run VC.

My Acer Aspire 3610 from 2005 could run VC alright. After replacing 256mb standard RAM with 2gb it was perfect. Video was Intel Graphics Media Accelerator 900 128 mb
So I'm sure any laptop from 2006-2007 can run VC.
