Try to create multiplayer Free Mode LAN or LIVE server, then change there some settings about Ped's and Car Traffic.

use native trainer and put car and peds off !

If you have a look around the menu then you will find it really easily

it's possible to do it in native trainer btw, ask SS for his config, i had this but i don't have IV anymore
