Title: Dark clouds remove help

is there any way to remove these annoying clouds? which really annoys me trying some cabbie stunts

You need just to edit a cloud texture in particle.txd file in the models folder, something like "cloudhigh".

also since im going to it as transparent, what kind of exporting format?

clouds so dark that CJ looks white

Yes in 8-bit bmp format with alpha texture.
