What you need:
Audacity
LAME Encoder
A Song

Installing:
If you have Audacity + LAME Encoder installed, skip this part.

1)Run Audacity installer.
2)Put the files in the LAME Encoder zip into [installdir]/Audacity/Plug-Ins/
3)Run audacity.

Makin' those bitches talk:

For this video i'm using Marisa Stole the Precious Thing by IOSYS. You can use whatever song of course.

Frist drag 'n drop your song into Audacity, once its in there select the layer (by clicking the area shown below).

You can do this in Vegas.

There are several ways of it.

1

1. Add some music. Click on the audio track's "Track FX" button.
2. New window opens. Press "Plug-In chain..." button (upper right corner)
3. Double click on "Pitch Shift" FX. This will add this effect to the FX chain. Press OK. Window will close.
4. Adjust the sliders till its good.

2

1. Right click on the audio event. Select "Properties"
2. Under Time stretch / Pitch shift select "classic" under Method.
3. Adjust settings till sun go down. (If you dont wanna fuck up tempo and lenght you just only modify "Pitch Change" value between some reasonable values. First you should try 1.00000.)
4. FUN Thing: Tick "Lock to Stretch" box under Properties. Dont adjust anything else. Get your cursor to the end of your audio track to the position where you can adjust lenght. Press the "S" button on the keyboard. Cursor will change. Now when you adjust the speed of the track tempo and pitch will change with it.

It makes songs sound like they're chipmunks.

Using this tool I can make males sound likes females. One example is Nickleback, where shifting the pitch up turns it into Nicklebitch

An example is about 6 clicks from you in Vegas if you open one of your projects which contains music and read my first post in the topic.
