I read in another web that needs the Windows Vista to play GTA IV. Though I am not sure .

Vista isn't required for GTAIV.

I could see Microsoft bribing Rockstar with like 100 million dollars for them to make it vista only though, since buying their products to the top is what they do best.

That's an integrated graphics card, which is REALLY going to struggle with this game, if it is even able to run it at all.

If you have an extra 100 bucks lying around, you could pick up a pretty decent card that will play the game on high settings with a pretty good fps.
