It's made with after effects, but you could do that if you mess around with overlays, color gradients, pan/crop, color balance & maybe some other stuff for long enough. Just experiment & keep trying 'till you get the result you want. No one will give or tell you 1 specific effect that will give you exactly what you want, you'll have to put some effort into it. And that's what makes editing so fun to do.

That's a 'chromatic aberration' effect along with some horizontal 'gaussian blur'.
'Gaussian blur' comes with Vegas of course, as for the 'chromatic aberration' you can either create a duplicate track and set the top track's 'compositioning mode' to 'difference' and use some simple single color adjustments by applying a 'black and white' effect to it and then create another track above with either a single color from the 'media generators' tab or a gradient if you want a duo-color effect or more.
Also another way to do it is to just get the newest 'Magic Bullet Look Suite' as it is a part of that package listed in the tools menu, it has a higher production value look to it but you also have less control over it.
