FELIX seems to be misinformed, stunting with Frame Limiter On has been widely present until like mid/late 2007, even though the hardware was capable of calculating more than 25 FPS.
Some people even always stuck to stunting with Frame Limited On and did exetremely well - I'm looking at you TMS vets!
Not denying that, but it wasn't considered modding as it is with Vice City. They simply took San Andreas as Vice City so they started with FL on but it was a quick progress and even rollboosting with 100 FPS was considered legit after a short amount of time. Nowadays nobody considers FL off as modding in SA, that's because it doesn't make it as floaty as it does in VC.

No, that only counts for Vice City, in San Andreas FL off has been normal since PCs can handle more than 25 FPS.
