Here's a sugestion...
Why don't you make more of a league with points?
Like each members get points for their performance (e.g. 1-5) and in the end you add them all
After matches against all the other teams in their group, the 2 most teams with points will win and face the other winners from their groups.
Just a sugestion, it's more like a cup right?
